Thanks for the info. Reading the ownership of this propety over the last 20 years
is like watching tennis.
However, their 1.4 billion tonne Mongolian Coal deposit makes this PCY very attractive.
FWIW, somebody took my advice and emailed PCY'S CEO John Lee earlier today and John replied back in 5 mins. Amazing, esp on a Sunday.
Apparently, John basically said "permit is a formality, free to produce coal, offtake before year end."

The official mine opening ceremony is on the 20th of this month. I expect to see some Govt. officials and maybe some Representatives from Russia there.
