Although I think that people have a right to join together in groups to negotiate I don't think public sector unions should be allowed.
1. They can not put their employer out of business.
2. The guy who actually has to pay the higher wages (the taxpayer) is not at the bargaining table. Nor can the customers (the taxpayers decide not to pay).
3. They can make donations and vote to influence who their bosses are and thus the people who they will be negotiating with (it is another form of regulatory capture).
4. There is usually no competition and thus a strike shuts down the entire service with no alternatives.
