I see your concept and agree if it was new Zealand, you could even be right with Chavez but it would also cause others to do the same. Regardless this is a catch 22 for those not wanting gold to go up and at the same time praying that entities do not ask for it back whether friend or foe.

Good points Ebear, if i am right that they don't have it it will have to be bought raising the price which they do not want....interesting to see it play out, but still do not think he gets it. By creating a logical reason why it is not returned will delay the problem as well as having a calming affect.
