Even without Nationalization, with Chavez still in power, the mining industry in that country is so screwed up that production would probably be minimal.
Chavez is not destroying the industry, he has already destroyed it.
Without Chavez things in the industry may improve, but new mines are very necessary and construction would take years.
The repatriation of the countries gold will certainly have an effect, but the doubly constricting statement I think is only in the eye of the beholder.
