This got my attention:

Since many regions around the world have attractive geology and competitive policies, and given the increasing opportunties to pursue business ventures globally, many conference participants expressed the view that it was easier to explore in jurisdictions with attractive policies than to fight for better policies elsewhere.

This fits with what I was saying earlier - stick with the top tier jurisdictions where investment will be concentrated and basically forget the rest. There might be exceptions - I suspect Colombia will be one - but as a general rule it makes sense to be where the odds are most heavily in our favor.
