ICL could do 100% of any upcoming PP

That can't happen because of the terms Strategic Alliance limit them to 30 % of any future PP's.

force AAA to perform the maximum numbers of additional PPs along the way.

If ICL has plans to buyout AAA they would want to keep dilution as low as possible . Also more dilution would make their current shares worth less.
