This is a great post Jeremy... It's already happening in Africa... With the scale up of infrastructure and investment, the policy is also bring developed in key regions.

USAID / ECOWAS sponsored a big conference last year in Ghana... It was all directed towards infrastructure and policy developments as well as constraints in the current system.
