My two cents, Debt financing will be announced, at least part of it --to get them started ---and a date will be announced for the start of construction. They have run out of down time. the pace of announcements had been slow but steady. Engineers are on site now and will have developed a basic construction plan by now. They must get this project started --- time is money and they know this fact better than we do.
