if you look closely you will note the dept. finnancing is still on track for Q4/14 - Q1/15 this is the bulk of all moneys needed for the project the final amount required will be in the balance for the full financing, this can be obtained from many types of lenders be it the company hired to build the mine, in the form of construction project financing, other lenders, reg.banks, private placements, or private lenders financing. FA stated at the meeting that not all funds will come from development banks, some will come in other forms of financing.
