I think you guys are all on the right track. What I believe he meant was CAPEX below $1000/tonne per annum. It is a measure of capital efficiency for the project. Can we add 1 million tonnes per annum for under $1 Billion essentially.
The project as it stands today is targeting 1 million tonnes per annum at an estimated CAPEX of $624 million (or $624/tonne).
According to these numbers, the project could add 50% to current CAPEX estimates and still be of interest to ICL. Let's hope that theory isn't tested.
