Another thought might be 'good cop bad cop'
Correa puts forth 70% windfall mining tax 'for the people'
It goes to the assembly who review all the mining companies presentations and decide wait a minute, this will hurt mining, and decide to eliminate it.
Correa obides by the representatives of the people/ the law/ while still appearing to be the 'protector of the people'
