Some time ago I listened to the BBC World Service Business Report on tax evasion in South America. Argentinian tax evaders taking a boat trip across the river into Uruguay laden with bags containing millions of dollars on which tax had been evaded, primarily to buy up property in that country. It went on to say in the program that tax evasion in South America was endemic and considered the next most popular sport to football.
Well, as we all know, no one likes to pay tax but when the collection system is useless governments tend to go for easy targets, in Ecuador this seems to be petroleum and mining.
