You always have the option of setting the baseline high ie $2000. which will still increase by the CPI inflation annually.

Most Ecuadorians won't know what each individual company negotiated with the government...nor care.  How many normal ecuadorians are interested enough to even know the names of the mining companies in Ecuador? They might hear a headline of Correa setting down the law, but detail? No way.

How many Canadians know what the exact tax rates are for mining companies? I don't. A small % that are invested in the same perhaps.

There are many ways of 'negotiating' this away.
