The real issue is not what form the government takes but that they realize they can not change the rules of economics. Investors do not care about the class struggles that are taking place in your country. People are willing to take the risk of investing to make money pure and simple. They will weigh the relative risk/reward of other investments to determine what is the best investment for them. If any government (Capitalist, Communist or Socialist) puts up too many road blocks or takes too much the risk/reward balance changes and they will find another investment. 

Governments need to realize that they are competing with all the other countries for the limited investment capital that is available and for that reason they must establish competitive tax structures or they will loose out on the investment and taxes, infastructure and employment that go with it.
