Hello this "good" morning ebear,

This is very much the same type of "horse trading" that I've posted about before....governments will use their press to put out rumors or "false" news in order to set up their trading positions before the real negotiations ever start....it really helps to "create" fear in the other enitity to help lower their stance in the "fight" for the best outcome to the negotiations for your side...

This is standard practice in everything from contracting to build homes to international businesses.... and the third world countries have learned to take a "harder position" in these transactions...especially the ones who have taken over control of their governments with social revolutions from the wealthy "criminals"...who ran them like they were their personal treasuries!

  Just my thoughts again on this situation,
