Rafael Correa is just doing what any Economist would do, trying to make the most out of the resources the country has. Instead of letting the resources sit idle, as was happening before.  He's telling the mining companies to put them to good use to create jobs for the people and his country.

The companies who work or do something will do O.K.. Those who sit around on their butts or drag their feet, will lose. It's do something . . .  or else. Actually, this will be a good thing for the shareholders of some companies.

Needless to say, Aurelian produced and meets the requirements.
