Put yourself in the position of the purchaser...would you buy the project without any assurances that if the Government doesn't approve the "Law that we want/need" you get to cancel your offer?

They have got to get some degree of protection that the project will go ahead with "new buyer" at the helm.  

For all we know they might have struck a deal already with a buyer but it is contingent upon certain commitments to the project by the government of Ecuador....and if those commitments are not made they ( new buyer) can walk.

I wish it would be in a month but my opinion is that it won't be final until after a positive government law is passed.
