How firm is the May 24 deadline of having the mining laws in place? 

For example, did the Correa government made a public commitment to its citizens promising such laws by then?  If so the credibility of the government is at stake here and it's a deadline we can count on.  In that case I believe all parties would do their very best to wrap up the negotiation before that May 24 date.
