I just got off the phone with the Dynasty Investor relations guy and he is saying the same thing that casey is-

They are putting this law in because Dynasty is going to start producing and they wanted to get a new law in before that happened as it is frowned upon to make a law retroactive. So Dynasty may have a 3.5 month delay as they are not going to start producing until June anyway. He said Dynasty would just stock pile the tonnage until they could start producing.
