Are were splitting hairs or is this a significant difference ( exploitation vs exploration) in add on to Art 8 as it may apply to ARU

exploration = exploración

development = desarrollo

mining = mineria, explotación mineria, or just explotación where the context is clear.

Confusion arises because the words differ by only one letter. The root words are Explorar (explore) vs. Explotar (exploit).
