This is the exact additional wording added to article 8 from the approved mandate:

Unica y exclusivamente las consesiones mineras metalicas que a la fecha se encuentren en explotacion y que no esten incursas en el primer inciso de este articulo, continuaran sus actividades, pero estan obligadas, a renegociar sus titulos bajo las condiciones del nuevo marco legal.

Solely and exclusively, the metalic mining concessions that at this date are involved in mining, and that are not included in the first clause of this article, will continue their activities, but are obligated to renegociate their titles under the conditions of the new legal framework.

I assume this clause is meant to address operating mines run by Ecuadorean companies, since (to my knowledge) no foreign companies are actually engaged in mining operations at this time.
