"Just got of the phone with my contact. Although he is not directly involved in any talks in PLE's jursidiction, the consensus is that many communities have not been able to come to an agreement due to multiple variables being considered. There is some concern that some communities may negotiate varying differences on agreements. He feels at this time that although the goverment has given the communities power to negotiate, the national government will sit in to maintain some sort of continuity. As to what level of participation or interference he is not sure, but it will happen, he thinks it may be a final approval where certan minimum standards be negotiated and approved."
