I believe that this is a concerted effort of the now united mining companies to keep up an ongoing pressure on the Correa government....as more of the local labor force is layed off from their jobs, more protests will form, and Correa will be under a tremendous weight to get this problem resolved quickly! (as the call for his resignation supports this)
What company will be the next in line to cease work, and keep the focus on the government's faux pas of this Mandate?
