The 21 listed Funds only own about 12 Million shares of ARU...per the list ? There must be many more funds that own the rest of the 60% of ARU that the Institutions own.... or maybe that 12 Million deals only with Puplava ?

The data here comes from SEC filings. I don't think Canadian funds have to file with them, unless they do business in the USA, which most don't.
