Based on the articles that I posted from elcomercio.com it does not sound like the Congresillo would be in place until after the referendum and the Congresillo would be formed based on equal representation from the Constituent Assembly. It does not sound like this is finalized at this point in time but this appears to be what is being proposed/discussed.
