maybe that statement was a bit harsh

I think Correa will have input as to WHO of the assembly, given the same proportions that exist in the assembly now, will be represented in the congresillo....

If that means that the congresillo is much smaller ie 30? people, then given the same ratios will exist among the various parties of the Assembly, which Correa's party dominates, the same ratios will exist in this smaller congresillo...but you can bet that the WORST of the opposition members, (time wasters, whiners, treehuggers, orgasm guarantors etc.) will be eliminated in the process....
