My 3 months or more is just an opinion based on the tone of the article and the general chain of events.

One thing is sure from my involvement with this VERY frustrating investment:

Things take much longer to get done than we like to believe. I will not rule out an unexpected turn of events that will speed things up but the chance of that occurring is 1%. These people just don't care if this drags out another 6 months or more. After all they have suckers like ARU paying essentially unemployment insurance to the workers so you won't see too many angry protests.
