well we know that Sylvia was referencing the latest version as this is the first time we've heard that open pit mining is accepted and a max 5% royalty (before they said it could be up to 6%)

it would be interesting to see if this versin references that clause (open pit mining)

also, any version will be titled 'a draft' until it is passed into law
