Correa owes Investors and his people an explanation for such on again off again bungling. If this 70% WFT goes through in spite of all the advice Correa has sought and recvd, his people that had Mining jobs will still be out of work next year at this time. If I was one of them I'd sure want to know/hear - from Correa's lips - prior to casting my vote.
Well, he never really had their vote, which is part of the reason he did it, I suppose. You see, Zamora-Chinchipe and most other mining provinces voted for Gutierrez in the first round. They threw their votes to Correa in the runoff to avoid a Noboa win. Lesser of two evils sort of thing.
It's kind of like the Ethanol thing in the States. It has nothing to do with energy independence, and everything to do with the Corn Belt vote. If they'd voted Correa in the first round, we probably wouldn't have had a mining suspension. It wasn't necessary. If all they wanted was to take back illegally gained concessions, they could have done it through the courts. It was about flexing political muscle, nothing less.
