IMO, when looking at the report it says
"FAILED TO DEPLOY SUCCESSFULLY DURING A SCHEDULED DEPLOYMENT TEST FROM ACFT REGISTRATION."
Note how it is worded, failed to deploy successfully. To me, this means it deployed, but something went wrong.
Second, notice the rest of the bottom has not been filled in. On other reports, such as June and May, part 5, "Specific Part or Structure Causing Difficulty" was filled in with what part is was, what went wrong and where is was located. Additionally, it says what was repaired, such as "REPAIRED WIRING AT DOOR TO LIGHT." on the June report and "ADJUSTMENT WAS NEEDED TO FULLY SEAT THE BAR LOCK ENGAGING ROLLER ARM INTO THE BAR LOCK ASSEMBLY FOR SLIDING INTO THE FLOOR BRACKET." on the May report.
Notice on this report, nothing is filled in. IMO, it means nothing on the part of the plane was wrong, hence part 5 was not filled in.
