There was an updated filing for GH yesterday approving the reverse split. I don't understand the overall timing though ...page 3 mentions a 40 day period and also something about a filing to occur 20 days after the initial mailing of the Information Statement to stockholders.

I don't think the share price HAS to be at .02 for the split to occur.
