He's willing to dump under .02 so either......

1) He received free shares and he doesn't care about price

2) An insider that waited for the Proxy vote to be finalized and is now selling

3) A spiteful SOB that doesn't want it to go over .02

4) A shareholder that is fed up and wants out at whatever price
