Well, I have thought a little bit about this. And if you live in Alberta, where oil has been pumped for decades, and the major city you live in:
-can not afford to repair roads because there are insufficient funds,
-can not build overpasses at major thoroughfares that are increasingly congested because of people moving here because of insufficient funds,
-can not build a decent subway/light rail transit because of insufficient funds, has the worst access to health care in the country including potentially waiting in the Emerg for days for admission and up to 7 days to get your broken leg fixed because of insufficient funds,
-unable to build long term care facilities because of insufficient funds,
-unable to revitalize the downtown area because of insufficient funds,
-unable to adequately fund medical research on par with other provinces because of insufficient funds, blown billions of dollars once held in surplus, etc
I call that mismanagement.
No sense getting into a political argument here. Just thought I would justify my statement.
