The OTC Market site as well as FINRA site are the official ones, and reports cumulative short sale and days remaining to cover. The OTCShortReport site you refer too, is not an official site and they somehow just gather information on "Daily Short Sale" and do not provide cumulative amounts for a given stock. The seller typically has 3-5 days to cover, and this is not reflected in the OTCSHORTREPORT site. It only reports daily figures on the particular day and does not report how much is covered within 3-5 days. Typically, most shares are not covered within the same day, especially if it is traded between different brokerage houses and show up as shorts. If it is within the same brokerage, it can be covered the same day.

I believe the numbers posted by the official OTC Market and FINRA website, which as of Nov 13, is 13 K short sale with 1 day to cover. Naked shorts are included, as the sellers cannot deliver the shares in the 3-5 buisness days.
