CDEL is a broker. The bids can be from one or more parties on either side of bid/ ask. Not necessarily the same bidder on both sides. You or Supercardio have no proof that it is the same bidder on ask/ bid controlling the stock. The broker has 3-5 buisness days to settle the transaction. The OTCmaket site reports it is shortsale because the shares have not been settled that day. The site also does no follow-up to as when the shares are settled. The official report from FINRA or OTC site, reports bimonthy the # of cumulative shorts not settled..as of Nov 13, it stands at 15 K
