And, using straight across 30% to 10,000bbld = 13,000bbld.

This may or may not be so,,however it's my understanding that CLL only has approval from the Alberta government to produce 10,000bbld.. Again my understanding is that it's not the production potential of pod 1 in question, it's what they have permission to produce.
