The requirement to capitalize interest during the period of construction of large projects is required by GAAP (Generally Accepted Accounting Principles) and must be followed  by all companies (at least any companies that trade on stock exchanges).  In fact to expense them is against the rules and gives a misleading operating cash flow and thus would mislead investors.
