The delays would be greater if CLL were to wait for approvals prior to cutting loose the orders as vendors will not commence fabrication until they have a firm order in hand. This could delay construction by a full year. One year of lost production is a bigger loss than the cost of capital. The risk? If you do not get the approval! Effective relationships sith AEUB and communication should help in mitigating such.
