The parabolic sar is turned ,rsi on rebound and it looks macd will turn upside .So indeed for the technical players it's a buying signal.

Will the debenture holders allow the common sp to advance beyond $5.25 ( so called "informed" investors represented in the debentures) prior to Algar coming on line. I kind of doubt it!
