You're correct,,people like to speculate..Facts are there for people willing to do the research..The Algar application was submitted 2nd qtr 2007 around late May..Oil was in the mid $60's at that time...

Also oil price drop has been compensated to a certain extent by the falling CDN dollar..also lower oil prices mean better refing profits.
