Your posting is a puzzlement and a surprise. Imagine, a bureacracy being significantly tardy on anything. Dick and the boys by now, I am sure are at least in private are spitting tacks.

Your point is valid. As a public agency they should have a responsibility for timely response mechanisms. But then, how freuently are bueacracies held accountable for anything. After all, it is not their multiple millions of dollars involved!
