Yes that's right.In the past it was clear that Opec can't set the price they want due to members and others who don't take the appropriate action for that.

At 1991 oil hit around 40 but came down to 10 almost later in 1999.

But now worldwide we face a severe recession and that wasn't the case before .So can they stop oil price falling ?Demand will stop the drop and not Opec.It's just bla bla bla.
