Technical Question re Cogeneration Plant

With the expertise on this board, does anyone know whether the cogeneration plant will produce excess steam surplus to the needs of the turbine and whether this excess steam if there is any can be diverted to steam extra well pairs or a sattelite pod?

The November 25th Press Release also stated the following concerning the cogeneration plant:

"Also, the company anticipates $22 million of expenditures related to its cogeneration plant at Algar will be project financed, thus reducing the cash requirements for its previously announced 2009 capital budget from $373 million to $351 million." If I interpret this correctly to me it means that the money needed to build the cogeneration plant is being raised separately to build it and the cash is not coming out of Connacher's CAPEX budget for 2009.
