EIA fo 44,000 bpd

The NR had this statement: "We advanced our EIA application, aimed at securing approval to expand our oil sands operations to 44,000 bb/d 2011"

Did they touch on this on the cc? I haven't followed CLL for a while, so maybe this is old news, but did they already submit the EIA and that it is "advancing" through the government application process? Or do they mean that the work on the application report is "advancing", and they still have to submit it to the government?
