California has been spending like crazy as a State for everything under the sun for a very long time. Citizens of California get free University education in their State Universities. The Civil Servant workers of California are the highest paid in America. It is not unusual for Civil Service government workers to be making $250,000 per year.
This is Californias business. If they wish to be profligate with their spending, that is their business. Paying for such is also their business. Myself, I live in Ohio. Under the US Constitution, each state is responsible for their own budgeting, and administration and management of such budget.
Therefore, Califfornia having made the past spending decisions for their State, it is unreasonable to attempt to make any other State responsible for Californias profligacy and reckless spending.
Unfortunately, there is no principle in The US Constitution requiring the same balanced budget requirement of the US Federal Government.
