2Crude, I think you might have jumped on him a bit too quickly. I think in this case he was actually asking a question, not stating anything. Admittedly, he missed putting a question mark in, but I think he was looking for an answer to his question. Seems somewhat reasonable?
Willy, I think that production CAN be averaged at each individual license. So even though they are capped at 10,000 bpd average at GD, they could possibly run at 11,000 for the month of December (or so we wish) to bring up the overall numbers for the year, without running afoul. But as 2Crude suggested, they can't cross average between the two individual sub-projects. Data would be collected in extraordinary detail on each project too, so they couldn't 'accidentally' move a few hundred truckloads from one project to another.
