Most oil stocks in Europe are in the green today why US and Canadian are down?

So CLL is following others right now.Hope we get a bottom around current level wich is 62 % retrachement .Otherwise the upwards trend could be shift to a downturn again and that woud mean the market doesn't like latest news so far.
