Putin and Russia have real problems at home. Decreasing population, decreasing life span, disintegrating technology base (Russia now buying naval ships from France). Long term, China is still the country to watch. They are building infrastructure and starting to eat our lunch in taking over the market in constructing "Green" technology projects. (using the profits from selling TVs to us!)
