It would be my opinion the industry needs to arrive at a formula to more accurately state design capacities. If plants built by a number of operators rarely attain announced design parameters, then the industry is actually publishing consistently reported capacities that are rarely if ever achieved and therefore deceptive by definition. In other words, fallacious, overstated, unrealistic data!
