I doubt the US Army Corps of Engineers has any expertise in drilling, maintaining or repairing deep water oil wells. We are in really deep water (or something else) here.

The record of the Corps is mostly in river engineering and control, and even there there have been questions as to itsability to bring new concepts into use.
